Kazakhstan's constitution, adopted by referendum on 30 August 1995, was a document engineered to concentrate executive authority in Nursultan Nazarbayev following the dissolution of the first post-Soviet parliament — which he had dissolved by decree the previous year. The 25th anniversary fell during a transitional moment: Nazarbayev had formally resigned the presidency in 2019, though he retained significant institutional power as head of the Security Council, a situation that made commemorating the constitution's quarter-century simultaneously official and quietly awkward.
