The Provisional Government that emerged after the February Revolution found itself unable to supply adequate currency to Siberia through conventional channels. This 200 Rouble note was part of a regional issue intended to address acute shortages east of the Urals, with printing contracted to the American Bank Note Company — a pragmatic choice given ABNC's long-standing relationship with Russian state printing orders going back to the pre-war period.
The Irkutsk designation reflects the intended distribution territory, not a local issuing bank. By the time significant quantities reached circulation, Bolshevik forces were already destabilizing the region, and the notes' effective monetary life was brief.
