| Obverse description | Printed in green and black on white paper, the obverse is dominated by a central intaglio vignette within an arched frame, portraying an allegorical female figure with a child, a sword, and a shield. The denomination '200' appears in ornate guilloche cartouches at the upper left and right corners, while the heading 'Разрядъ первый' (First Class) is inscribed at the top. Below the vignette, bold Cyrillic text identifies the note as a 200-rouble bearer bond of the State Internal 4½% Lottery Loan of 1917, issued under a decree of the Provisional Government dated 11 August 1917, with series and ticket numbers printed in red at left and right respectively. |

The Provisional Government that emerged after the February Revolution found itself unable to supply adequate currency to Siberia through conventional channels. This 200 Rouble note was part of a regional issue intended to address acute shortages east of the Urals, with printing contracted to the American Bank Note Company — a pragmatic choice given ABNC's long-standing relationship with Russian state printing orders going back to the pre-war period.
The Irkutsk designation reflects the intended distribution territory, not a local issuing bank. By the time significant quantities reached circulation, Bolshevik forces were already destabilizing the region, and the notes' effective monetary life was brief.
