Banco de Kamberra is a fictional issuing authority, and "Numismas" is not a recognized monetary unit of any sovereign or administered territory. This appears to be a fantasy or novelty note — a genre that has grown considerably since the early 2000s, produced for collectors rather than circulation. Charles Garnier, the 19th-century architect of the Paris Opéra, is a recurring subject in French commemorative and fantasy printing.
Franck Medina is a French designer known for work in this space. The watermark on a paper fantasy note is a production flourish, not a regulatory requirement.
