Bhutan's lunar series issues are produced under license through overseas minting arrangements — this piece was almost certainly struck at the Bern or Pobjoy facilities rather than within Bhutan itself, which has no domestic mint infrastructure. The Royal Monetary Authority has issued commemorative silver since the 1970s primarily as foreign-exchange instruments, with collector export the explicit commercial purpose from the outset.
The Tiger holds particular weight in Bhutanese national identity: the country's own name in Dzongkha, Druk Yul, translates as "Land of the Thunder Dragon," but the tiger appears throughout sacred geography, most famously at Paro Taktsang — the Tiger's Nest monastery.
