Bhutan's lunar series issues are produced under license through external minting arrangements — this piece was almost certainly struck by a European or Australian private mint rather than domestically, as Bhutan has no meaningful coin production infrastructure of its own. The Royal Monetary Authority has used these collector issues since the 1970s primarily as a foreign exchange mechanism, with the ngultrum itself remaining pegged to the Indian rupee and the coins holding no practical circulation role.
