De La Rue Garny was the Frankfurt-based subsidiary of Thomas De La Rue, established to serve continental European clients who required local production and support. Test notes like this one were produced not for circulation but as technical demonstrations — shown to central bank procurement committees to exhibit paper quality, print registration, and security feature capability without committing to a live design. They carry no legal tender status and were never intended to leave the room in which they were presented.
Surviving examples are collector curiosities rather than monetary artifacts. Their scarcity is a function of how many were printed — typically very few — and how rarely demonstration material was retained rather than destroyed after the pitch concluded.
