Issued as part of Belarus's extended commemorative program celebrating the ancient cities of the country, the Vitebsk coin marks one of the oldest continuously inhabited settlements in eastern Europe, with archaeological evidence of habitation dating back to the 9th century. The city's position on the Western Dvina made it a significant trading post long before it passed through Lithuanian, Polish, and finally Russian hands over successive centuries.

The National Bank of Belarus launched heavily into silver commemoratives following independence, partly as a hard-currency revenue strategy — domestic circulation of such pieces was never the practical intent.
