Cambodia issued this coin while still operating under the Vietnamese-backed People's Republic of Kampuchea, a government unrecognized by much of the Western world and barred from the United Nations seat held by the Coalition Government of Democratic Kampuchea. The irony of a politically isolated state minting a commemorative for the world's most-watched sporting event was not lost on collectors. These issues were produced almost entirely for the export numismatic market — they did not circulate domestically in any meaningful sense.
