Obverse description The state emblem of the People's Republic of Kampuchea occupies the central field, depicting a stylized scene with a factory, rice sheaves, and a rising sun framed by a decorative wreath, all surmounted by radiating lines. The circular legend 'PEOPLE'S REPUBLIC OF KAMPUCHEA' arcs along the upper periphery in raised Latin lettering. The denomination '20 RIELS' is inscribed in two lines at the lower portion of the field beneath the emblem. The design is struck with a polished, proof-like finish against a smooth, mirror field.

Cambodia issued this coin while still operating under the Vietnamese-backed People's Republic of Kampuchea, a government unrecognized by much of the Western world and barred from the United Nations seat held by the Coalition Government of Democratic Kampuchea. The irony of a politically isolated state minting a commemorative for the world's most-watched sporting event was not lost on collectors. These issues were produced almost entirely for the export numismatic market — they did not circulate domestically in any meaningful sense.
