Pößneck's 1921 Pfennig issues belong to the high-water mark of German municipal notgeld production — the so-called "Serienscheine" phase, when towns across Thuringia printed attractive small notes less for genuine monetary need than for the collector market. By 1921, the original emergency rationale had largely evaporated; inflation was accelerating but coin shortages had eased. The print run of over twelve million pieces for this series makes clear that philatelic demand, not local commerce, was the primary driver.
