Brooke's Point — a small settlement on the southern tip of Palawan — became one of the few functioning civil authorities in the Philippines capable of issuing emergency currency after the Japanese occupation disrupted the Commonwealth monetary system. The Province of Palawan series was part of a broader guerrilla economy, where provincial governments, sometimes coordinating with U.S.-backed resistance networks, printed local scrip to keep trade from collapsing entirely into barter.

Palawan's relative isolation from the main Japanese garrison concentrations gave its civil administration unusual room to operate.
