Banco Nacional Ultramarino's continued role as one of Macau's two note-issuing banks into the twenty-first century is itself a historical oddity — the institution dates to 1864 and was originally a Portuguese colonial instrument, yet survived the 1999 handover and operates today under the authority of the Macau Monetary Authority alongside the Bank of China. This commemorative issue marks two decades under the "one country, two systems" arrangement, which guaranteed Macau's separate monetary and legal framework through 2049.
