This note was issued to mark the inauguration of the National Reserve Bank of Tonga, which replaced the Bank of Tonga and took over central banking functions in 1989. The shift was significant for a small Pacific monarchy — Tonga had maintained a currency board-style arrangement for decades, and the creation of a full reserve bank gave the government direct monetary policy tools it had not previously held.
