This note was issued to mark the inauguration of the National Reserve Bank of Tonga, which replaced the Bank of Tonga and took over central banking functions in 1989. The shift was significant for a small Pacific monarchy — Tonga had maintained a currency board-style arrangement for decades, and the creation of a full reserve bank gave the government direct monetary policy tools it had not previously held.
De La Rue's involvement was long-standing with Tongan issues. The watermark security on this commemorative falls well short of what the printer was capable of by this date, suggesting the production brief prioritized the occasion over technical advancement.
