The Provinzialverband der Provinz Westfalen was one of dozens of regional and municipal bodies that stepped into the currency vacuum created by the wartime hoarding of metal coinage. By 1918, the Reichsbank could not keep smaller denominations in circulation, and provincial administrations across Germany were legally empowered under emergency ordinance to issue their own Notgeld. This note is part of that wave — not a monetary experiment, but an administrative stopgap.
Fr. Wilh. Ruhfus was a Dortmund printing house with deep roots in commercial and official print work, and their Westfalian contracts kept local production fully within the province.
