Frankenberg an der Eder was a small Hessian district authority, not a banking institution, and its issuance of this note in 1918 reflects the acute small-change crisis that forced hundreds of German municipal and district bodies to print their own emergency currency — Notgeld — as the war economy stripped coins from circulation entirely.
