Turkmenistan's 2020 note series was issued under the presidency of Gurbanguly Berdimuhamedow as part of a broader redenomination program that replaced the old manat at a rate of 5,000 to 1 — though that reform itself dates to 2009, and by 2020 the series was simply being refreshed and extended rather than introduced for the first time. De La Rue's involvement is unsurprising; they have held Turkmenistan's printing contract continuously across multiple series.
