Malta's 1989 pound-era notes were issued under the Central Bank of Malta Act of 1967, but the Maltese lira itself only came into being in 1972 when the country broke from sterling — meaning this denomination belongs to a relatively short window of currency history before the euro transition of 2008. De La Rue had printed Maltese notes continuously through that entire period, giving the series a consistency of production quality unusual for a small island issuer.
The P#44 is the sole 20 Lira type for the series, with no significant recorded varieties. Security thread placement in the De La Rue run for Malta follows the embedded vertical format introduced across their Commonwealth client issues in the mid-1980s.
