The note was printed on 30 April 1945 but issued in 1948 under the newly reorganized Ministerul Finanțelor following the communist consolidation of power — a gap that reflects the political turbulence between the end of the war and the formal abolition of the Romanian monarchy in December 1947. The Ministry of Finance issuing currency directly, rather than through the Banca Națională, signals the transitional nature of this period, when central banking infrastructure was being subordinated to state control.
Ary Murnu was a well-regarded Romanian graphic artist whose work appeared across multiple interwar and wartime printing commissions.
