The 1999 issue falls within a commemorative run marking the millennium, but Norway's 20 krone series under Harald V had already established Akershus Fortress as a recurring subject tied to the 1990s royal coinage program. Akershus had served as a Nazi headquarters during the German occupation from 1940 to 1945, and several Norwegian resistance members were executed within its walls — a weight of association that makes its appearance on circulating coinage a quietly charged choice.
