Zell am Moos is a small lakeside municipality on the Irrsee in Upper Austria, and this 20 Heller emergency note is a product of the Notgeld wave that swept through the former Habsburg territories after 1918. With the new Austrian republic struggling to maintain coin production and small-denomination currency in circulation, thousands of municipalities issued their own paper to fill the gap. Elbemühl in Vienna's ninth district — a serious commercial printing house — handled production for many such communities, lending a degree of technical quality unusual for purely local scrip.
The single signature, M. Schleitker, almost certainly represents the Bürgermeister or a designated municipal treasurer.
