Steyr's 1920 Heller notgeld emerged from the acute small-change famine that paralyzed Austrian commerce in the years immediately following the collapse of the Habsburg monarchy. With the new Republic struggling to establish a functioning currency system and metal coinage virtually absent from daily transactions, hundreds of Austrian municipalities printed their own emergency pfennig-value scrip. Steyr, an industrial town with a long metalworking history, was among them.
