Steinerkirchen an der Traun was a small Upper Austrian commune that issued this Heller note as part of the Notgeld wave that flooded Austria between 1919 and 1921, when chronic coin shortages left rural communities effectively without small change. The Salzkammergut-Druckerei in Gmunden handled printing for numerous such local issues across the region — an efficient arrangement that gave these notes a degree of technical consistency even as the issuing authorities remained highly localized.

The Jaksc/Pick reference suffix "IIa-20.2" suggests at least one variant exists within the type, likely a signature or printing distinction. Bürgermeister Leitner's countersignature was the legally validating element; the Gemeinderat signature of Aicher served as the secondary authorization required under the commune's own issuance protocols.
