Steinakirchen am Forst is a small market town in Lower Austria, and this 20 Heller note is one of the Kriegsgeld (war emergency money) issues that proliferated across Austrian municipalities from 1914 onward as coin hoarding drained small denominations from circulation entirely. Local governments were left to fill the gap themselves, which is why printers like E. Prietzel of Steyr — a regional commercial press, not a security printer — ended up producing what were functionally substitute coins on paper.
The JPR1017 series from Steinakirchen is among the more obscure of these issues, with survivorship dependent almost entirely on collectors pulling notes before they were redeemed and destroyed.
