| Obverse description | The Kassenschein (emergency note) of the Stadtgemeinde St. Pölten is printed in dark brown on a lightly patterned paper ground. Two circular denomination vignettes, each inscribed HELLER / 20 / HELLER within a beaded border, flank a central underprint vignette of the St. Pölten town hall façade rendered in pale green. Below the central vignette, a three-line obligation text names the municipality as guarantor, followed by the date St. Pölten, 24. Dezember 1919 and three manuscript signatures of the Vizebürgermeister, the Bürgermeister, and the Gemeinderat. |

Austrian municipal notgeld of this period emerged from a genuine small-change crisis — the postwar collapse of the Habsburg monetary system left towns scrambling for fractional currency, and St. Pölten, as Lower Austria's administrative center, was among the hundreds of municipalities that commissioned their own stopgap issues in 1919. The Gutenberg press in St. Pölten produced this locally, keeping the entire operation within the city.
The Jaksch/Pick reference places it firmly in the documented Austrian notgeld corpus, though survival rates for low-denomination heller notes vary considerably — the smaller the face value, the harder the paper was used before being discarded.
