Austrian municipal notgeld of this period emerged from a genuine small-change crisis — the postwar collapse of the Habsburg monetary system left towns scrambling for fractional currency, and St. Pölten, as Lower Austria's administrative center, was among the hundreds of municipalities that commissioned their own stopgap issues in 1919. The Gutenberg press in St. Pölten produced this locally, keeping the entire operation within the city.
The Jaksch/Pick reference places it firmly in the documented Austrian notgeld corpus, though survival rates for low-denomination heller notes vary considerably — the smaller the face value, the harder the paper was used before being discarded.
