正面描述 The obverse is typographically composed in black letterpress on plain paper. The denomination '20' appears in large numerals within a central circle, flanked left and right by the word 'HELLER' in bold capitals. A decorative border of repeated scroll ornaments runs along the top edge. The municipal coat of arms of Schärding is printed centrally below the denomination circle, with two text panels on either side: the left panel bearing the redemption clause and the right panel the council resolution date and anti-counterfeiting warning. The issuer name 'Stadtgemeinde' and 'Schärding a. I.' appear in large type at the lower corners, with the printer's imprint 'Druck: J. Vees, Schärding.' below the frame.

Schärding's 20 Heller note is a product of the Kleingeldersatz crisis that swept Austrian municipalities after the First World War. With the imperial coinage system collapsed and small change almost impossible to obtain, towns and market communities across Upper Austria began printing their own emergency fractional notes — Notgeld — to keep local commerce moving. Schärding handled its own production entirely, using the local printer J. Vees rather than contracting out to Vienna or Linz.

Municipal self-sufficiency at this scale is unusual even within the Notgeld series.
