Stadt Salzburg issued a raft of Heller Notgeld denominations in 1920 as small-change shortages persisted well after the armistice — Austria's coin metal had been systematically redirected during the war, and the problem did not resolve itself quickly with peace. Graphia's local printing shows in the modest typographic execution; this was functional municipal paper, not a prestige commission.
Schönswetter designed several pieces in the Salzburg series. The 20 Heller sits at the lower end of a range that municipalities across the new Austrian republic were printing by the hundreds of thousands during this period, many of which were redeemed and pulped within months.
