Pöggstall is a small market town in Lower Austria's Waldviertel region, and this 20 Heller note is one of the thousands of Austrian Notgeld issues that flooded the country after the collapse of the Habsburg monetary system left municipalities scrambling to cover small-denomination shortages. Six signatures on a single 20 Heller emergency note is unusual — the full roster of local officials lending their names to back paper most people would rather not have accepted at all.
The Jaksc/Pick reference suffix "IIa" indicates a known variety within the Pöggstall 20 Heller run, suggesting at least one distinct printing or paper variant exists for comparison.
