Pischelsdorf's 20 Heller note belongs to the vast wave of Austrian municipal notgeld issued after the collapse of the Habsburg monetary system left small communities without adequate coin for daily transactions. The village-level issuer here is telling: Gemeinde Pischelsdorf had no banking infrastructure to draw on, and the practical authority to issue emergency scrip devolved all the way down to the local mayor's office.
