| 正面描述 | Printed on pink paper in dark blue ink, the obverse is divided into three vertical panels within a dotted rectangular border. The left and right panels each bear the large numeral '20' above the word 'Heller' in bold Gothic script, flanked by decorative rectangular vignettes. The central panel carries the issuing authority text in German Gothic lettering, with the denomination 'Zwanzig Heller' underlined, followed by a justification text citing the municipal council resolution of 23 May 1920 authorizing the issue. | 背面描述 | Printed on orange paper in dark blue-violet ink, the reverse presents two oval cartouche vignettes framed by stylized conifer branches, each enclosing a local architectural scene: the left cartouche shows a two-storey civic building set among trees, while the right cartouche depicts a village view with a church tower. The central motif bears the denomination '20 Heller' in large decorative script, with a prominent fir branch rising vertically through the composition. Denomination numerals '20' appear in circular devices at the upper corners, and the legend identifying the note as municipal emergency money of Pennewang is inscribed along the lower margin in flowing Gothic script. |

| 备注 |
Pennewang is a small rural municipality in Upper Austria, and this 20 Heller note is a product of the Notgeld crisis that swept Austria between roughly 1919 and 1921. With the Habsburg monetary system in collapse after the war and the new Austrian republic unable to supply adequate small coinage, thousands of towns and villages — including ones as minor as Pennewang — were legally permitted to issue their own emergency paper. The Gemeinde notes were typically authorized by the mayor, hence Josef Huner's signature in his capacity as Bürgermeister.
The JPR reference places this firmly in the Jaksch catalog of Austrian local issues.
