Pennewang is a small rural municipality in Upper Austria, and this 20 Heller note is a product of the Notgeld crisis that swept Austria between roughly 1919 and 1921. With the Habsburg monetary system in collapse after the war and the new Austrian republic unable to supply adequate small coinage, thousands of towns and villages — including ones as minor as Pennewang — were legally permitted to issue their own emergency paper. The Gemeinde notes were typically authorized by the mayor, hence Josef Huner's signature in his capacity as Bürgermeister.
