Ober-Wölbling is a small market town in Lower Austria, and this 20 Heller note is a product of the acute small-change shortage that swept Austria in the immediate postwar years. The collapse of the Habsburg monetary system and the chaotic transition to the new Austrian Republic left local communities effectively stranded without usable coinage — municipal and communal Notgeld filled that gap at the village level throughout 1919–1921.
Buchdruckerei Herzogenburg was a local print shop in the nearby town of Herzogenburg, roughly 5 kilometers away. Hyper-local production of this kind was common; the printer didn't need to be sophisticated, only available.
