Reverse description The reverse is printed in blue on cream paper entirely in a decorative Fraktur script, presenting the full legal text of the note across several lines. A series designation 'Serie 1.' appears in the upper right corner, and the printer's imprint is set in smaller type at the foot of the note. A faint blue underprint of the denomination numeral is visible in the upper portion of the field.

Die Gemeinde Ober-Wölbling hastet für diese Verbindlichkeit mit ihrem ganzen beweglichen und unbeweglichen Vermögen. Die Kassenscheine werden von der Gemeinde Ober-Wölbling bis 31. Dezember 1920 in Zahlung genommen und in der Zeit vom 16. bis 31. Dezember 1920 in gesetzlichem Bargelde eingelöst.
Die Nachahmung wird gesetzlich bestraft.

Ober-Wölbling is a small market town in Lower Austria, and this 20 Heller note is a product of the acute small-change shortage that swept Austria in the immediate postwar years. The collapse of the Habsburg monetary system and the chaotic transition to the new Austrian Republic left local communities effectively stranded without usable coinage — municipal and communal Notgeld filled that gap at the village level throughout 1919–1921.

Buchdruckerei Herzogenburg was a local print shop in the nearby town of Herzogenburg, roughly 5 kilometers away. Hyper-local production of this kind was common; the printer didn't need to be sophisticated, only available.
