Neuhofen im Innkreis is a small Upper Austrian market town, and this 20 Heller Notgeld belongs to the massive wave of municipal emergency currency that flooded Austria between 1920 and 1921 — issued to compensate for the near-total disappearance of small coin from everyday circulation following the collapse of the Habsburg monetary system. The municipality assumed the issuing role by necessity, not by any formal banking authority. Bürgermeister Franz Ecker signed personally alongside his deputy Zweimüller, a reminder that these were essentially promissory obligations of a local government, not a central institution.
