A large central vignette presents a panoramic townscape of Neuhofen an der Ybbs with a church steeple rising above the rooftops, set against a mountainous background. The issuer's name appears in Gothic blackletter within a cartouche at the top, flanked by denomination numerals '20' in square corner panels; the designer's credit 'Entwurf: Emerich Kratti' and printer's imprint 'Druck von F. Kielar, Amstetten' appear in small type below the lower border. |

| Beschrijving keerzijde | Printed in brown on cream paper with a fine geometric guilloche underprint covering the right-hand field, the reverse carries the denomination '20 Heller' in large bold Gothic script along the left margin, separated from the text field by a double vertical rule. The main text panel sets out in German the municipal council resolution of 15 April 1920 authorising the issue of vouchers in denominations of 10, 20, and 50 Heller, with a guarantee of redemption in legal tender by 30 December 1920. Below the resolution text, the four authorising officials are named in blackletter script, followed by a warning against counterfeiting. |
