A product of Austria's postwar Notgeld wave, this 20 Heller piece was issued by the local gymnastics association — the Turnverein — rather than a municipal authority or savings institution. That was not unusual in 1920; the chronic small-coin shortage following the collapse of the Habsburg economy pushed clubs, businesses, and cooperatives of all kinds into emergency currency issuance. The Turnverein's two signatories, Göllrach and Florian Mayr, presumably held officer positions in the club.
The designer credit "F.M." almost certainly points to Florian Mayr himself — a signer doubling as the note's artist, which was common in smaller Notgeld issues where professional designers were an unnecessary expense.
