Austrian municipal notgeld of this type was produced to address the chronic small-change shortage that persisted well into the 1920s — the postwar inflation had driven coins out of circulation and the central authorities were slow to respond. Linz, like hundreds of other Austrian towns, simply printed its own. The Stadtgemeinde issues differ from the collectible "Serienscheine" sold to tourists and philatelists: these were functional emergency currency, issued to actually circulate and be redeemed.

Josef Dametz served as Bürgermeister of Linz from 1919 to 1928, which brackets the issue dates neatly. His signature here is an administrative authorization, not a banking one.
