Kronstorf is a small municipality in Upper Austria, and this 20 Heller note is one of the thousands of Austrian Notgeld pieces produced in the early 1920s when a severe coin shortage forced local authorities to issue their own small-denomination emergency currency. The printing was handled by Buchdruckerei Enns, a local press in the nearby town of Enns — one of the oldest continuously inhabited settlements in Austria, though the printer's antiquity has no bearing on the note itself.
The Jaksch/Pick reference JPR0486a confirms this as part of the catalogued Kronstorf municipal series. Whether multiple denominations were issued under the same authority is worth checking — the "a" suffix suggests at least one variant exists within the 20 Heller type.
