A product of Austria's Notgeld period, when hundreds of municipalities printed their own small-denomination emergency notes to address the catastrophic coin shortage that followed the collapse of the Habsburg economy. Herzogenburg, a small Lower Austrian market town best known for its Augustinian monastery, issued these through local municipal authority rather than any banking institution — the three signatories representing the full weight of the Gemeinde's administrative structure.

L. Petschka's involvement suggests local production without recourse to a commercial printer, which is consistent with the Herzogenburg imprint.
