Obverse description Brown letterpress Notgeld voucher on cream paper stock, with ornate foliate guilloche borders framing a central vignette of the Alter Turm (Old Tower) in Haslach, a medieval stone tower rendered in fine line illustration with flanking buildings and a hilly landscape in the background. Denomination numerals '20' appear in circular cartouches at upper left and right, each inscribed 'Heller', with the issuing legend presented in a banner at the foot of the design. The printer's imprint 'L. Hasse, Linz' appears at lower right.

Reverse description Brown letterpress reverse on plain paper, divided into two vertical panels: a narrow left panel with a geometric striped underprint enclosing a decorative frame bearing the numeral '20', and a wider right panel containing the full text of the authorization decree within a fine foliate border. The text records the resolution of the municipal committee dated 20 May 1920, the total issue of 50,000 Kronen in denominations of 10, 20, 30, and 50 Heller, the redemption guarantee backed by the full municipal assets, and the validity deadline of 31 December 1920. Three facsimile signatures of municipal officials appear below, with a forgery warning at the foot and a printer's monogram 'PL/AB' at lower right.
