Gmunden's Heller notgeld issues belong to the wave of municipal emergency currency that flooded Austria in the years immediately following the collapse of the Habsburg economy — the central government simply could not produce small-denomination coinage fast enough to meet demand. The Salzkammergut-Druckerei, a local press, handled production entirely within the town, which was unusual only in that Gmunden had the facility to do so where many comparable municipalities did not.
Bürgermeister Krackowizer's signature was applied as a validation of municipal authority, not as a functional security feature.
