Brunnenthal is a small municipality in Upper Austria, and this 20 Heller note is a product of the Notgeld wave that swept Austrian communes between 1919 and 1921 — a direct consequence of the coinage shortage that followed the collapse of the Habsburg monarchy and the economic disruption of postwar currency transition. Municipalities were legally permitted to issue their own emergency small-change notes, and hundreds did.
The two signatories, Johann Lorenz and Josef Salletmayer, were almost certainly local officials rather than banking figures. Jaksc catalogues this as JPR0111-10, placing it within a numbered series for Brunnenthal.
