Bruck-Waasen is a small Upper Austrian municipality, and this 20 Heller note is a product of the Notgeld wave that swept Austria between 1919 and 1921 — when chronic coin shortages following the collapse of the Habsburg economy forced even minor local governments to print their own emergency fractional currency. Thousands of municipalities did the same, but the sheer volume produced means survivorship is high and collector demand runs on local interest rather than rarity.
Bürgermeister Jos. Wohlmair's signature gives it its only claim to administrative authenticity.
