| 背面铭文 | Gutschein der Gemeinde Blindenmarkt Niederösterreich. Die Gemeinde Blindenmarkt gibt auf Grund des Sitzungsbeschlusses vom 19. März 1920 Gutscheine zu 10, 20 und 50 Heller aus und haftet für die Verbindlichkeit, diese Scheine in gesetzlichem Bargeld einzulösen. Diese Gutscheine haben bis 30. Dezember 1920 Gültigkeit, sind unverzinslich und werden im Monate Dezember 1920 im Gemeindeamte Blindenmarkt (Niederösterr.) in gesetzl. Bargeld eingelöst. Blindenmarkt is a small market town in Lower Austria, and this 20 Heller note is one of thousands of Austrian Gemeindegeld issues that flooded the country after 1918 when the collapse of the Habsburg economy caused a catastrophic shortage of small-denomination coinage. Municipalities printed their own emergency scrip out of necessity, not authority — the legal basis was improvised as the crisis deepened.
Three signatories here, including both the Bürgermeister and Vicebürgermeister sharing the Lechner surname — likely a family connection in a town small enough that such overlaps were unremarkable. Printed locally by Franz Rieler in nearby Amstetten rather than a major Vienna house, which is exactly what you'd expect for a community scrip run of this type.
