Atzbach is a small Upper Austrian municipality, and this note is precisely the kind of hyperlocal emergency scrip that flooded Austria during the First World War when small coinage vanished almost immediately into hoarding. The Gemeinde-Vorstehung — the municipal leadership — was empowered to issue these Notgeld notes to keep local commerce functional, which is why pieces like this carry a single signature rather than any formal banking authority.

Klemens Brosch of Urfahr was a small regional printer, not one of the major Viennese houses, which shows in the modest production values typical of municipal-level commissions from this period.
