The Gemeinde-Vorstehung — the municipal leadership — was empowered to issue these Notgeld notes to keep local commerce functional, which is why pieces like this carry a single signature rather than any formal banking authority.
Klemens Brosch of Urfahr was a small regional printer, not one of the major Viennese houses, which shows in the modest production values typical of municipal-level commissions from this period.
