Pfarrkirchen im Mühlkreis is a small rural commune in the Mühlviertel district of Upper Austria, and this Heller note is a product of Austria's Notgeld emergency — the acute coin shortage that followed the collapse of the Habsburg economy after 1918. Municipal governments across Austria issued small-denomination paper scrip to replace hoarded or simply nonexistent small change, often contracting local printers rather than central facilities.
Jos. Waitl of Linz handled numerous such commissions for Upper Austrian communes during this period. The notes were redeemable locally and had no value beyond the issuing municipality's borders.
