The Democratic Republic of the Congo has operated one of the most prolific novelty bullion programs of any nation since the early 2000s, licensing its sovereignty to European minting houses — primarily in Austria and Belgium — to produce coins that will never circulate and bear no meaningful relationship to the country's actual monetary system.
